ASDA Preferred Partner
The Board Secretary is an ASDA Preferred Partner of the Arizona Special Districts Alliance.
Arizona’s fire, water, sanitation and other special districts carry the same open meeting obligations as much larger public bodies, often with a volunteer board and a part time clerk. We help those districts get the public record right every month: notices posted on time, minutes accurate and available, and records filed where they can be found.

How we help Arizona districts comply
Each requirement below, and what we do about it every month.
Notice 24 hours ahead
Notices and agendas must be posted at least 24 hours before a meeting, including on the district’s website (A.R.S. § 38-431.02).
What we do: We prepare the agenda early and post it on the district’s site on schedule.
Minutes in three working days
Minutes or a recording must be open for public inspection within three working days (A.R.S. § 38-431.01(D)).
What we do: We prepare draft minutes from the recording and post the recording alongside them.
Accurate minutes
Minutes must accurately describe each legal action proposed, discussed or taken (A.R.S. § 38-431.01(B)).
What we do: Every motion, mover, seconder and vote is checked against the recording.
Executive sessions
Closed sessions are allowed only for the purposes the statute lists (A.R.S. § 38-431.03).
What we do: We cite the authorizing provision on the agenda and keep that material out of the public record.
General information, not legal advice. Legal questions go to the district’s attorney. The Board Secretary is an independent company; each district contracts with us directly and follows its own procurement rules, and the ASDA designation is not a procurement award.
For associations
You teach the standard. We prepare the documents to it.
Associations remain free to work with other providers. Any partner arrangement is set out in a written agreement.
Your standard, every month
Your training sets the bar for how minutes, agendas and notices should be prepared. We prepare your members’ documents to that bar every month, to their own state’s open meeting law and retention schedule.
No delivery burden on the association
You make the introduction and we handle the rest. No staffing, oversight or support load falls on the association.
Districts contract with us directly
Member districts engage The Board Secretary under their own service agreement, so the association is never in the middle of a deliverable, an invoice or a deadline.
Arrangements in writing
Any partner arrangement is set out in a written agreement between the association and The Board Secretary.
